The Tigard High School Area RPZ covers the following streets:

• SW 87th Ave from SW Durham Rd to SW Avon St
• SW 88th Ave from SW Durham Rd to 150 ft north of SW Hamlet Street (at SW Harcourt Terrace)
• SW Stratford Ct from SW 87th Ave
• SW Stratford Loop off SW 88th Ave
• SW Avon Street from SW 87th Ave to SW Hall Blvd
• SW Avon Court off SW 88th Ave
• SW 93rd Ave from the cul-de-sac north of SW Martha Street to SW Millen Dr, including the east side of SW 93rd Ave along 16405 SW 93rd Ave just south of Millen Dr
• SW Julia Place off SW 93rd Ave
• SW Martha Street from SW 92nd Ave to SW Copper Creek Drive
• SW Millen Drive from SW 92nd Ave to SW Copper Creek Drive
• SW Waverly Drive between SW 89th Place and SW 92nd Ave

Days/Hours in Effect

The Tigard High School Area RPZ is in effect on days school is in session, September through June, from 8:00 AM to 3:00 PM. Parking is restricted to up to two hours without a permit while the RPZ is in effect.

Accepted Forms of Proof of Residency

• A utility bill dated within the last 30 days (water, power, natural gas, or internet/land-line phone),
• Lease or Rental agreement,
• Deed,
• Oregon Driver License or Identification if it shows the current address*,
• or voter registration card.

*Effective December 31, 2019, the Oregon DMV will no longer provide address change labels for ID. You are still required to notify the DMV within 30 days of moving to a new address.

Proof of Vehicle Ownership

• Current Oregon Vehicle Registration Card showing owner or lessee name**,
• Vehicle title,
• Oregon DMV Notice of Transaction with the stamped date/time showing received by the DMV.

The last name on the registration must match the last name of the applicant.

**Effective January 1, 2018: Oregon Drivers are allowed to black out address on their vehicle registration cards. The DMV does not provide new Vehicle Registrations Cards for an address change.

Resident owned vehicle permits are assigned to a specific vehicle. Permits may be transferred to a different vehicle by contacting the Residential Parking Permit coordinator and providing proof of the new vehicle’s ownership. The vinyl permit decals have a removable adhesive and can be transferred to the new vehicle once it is updated in the City of Tigard’s computer system.

Damaged permits may be surrendered to the Tigard Police Department for a free replacement decal or hang tag.

Lost or stolen permits that cannot be surrendered to the Tigard Police Department may be replaced at the discretion of the city. Use of a permit that has been reported as lost or stolen may result in revocation of permits and/or be punishable by a fine (Tigard Municipal Code 10.30.070).

Petition

Residents may apply to have an area designated as a Residential Parking Zone through a community-initiated petition submitted to the City Manager.

• The petition must be signed by at least 60% of the addresses proposed for inclusion in the residential parking zone, limited to one resident signature per address.

The petition must include:

• A detailed description of the parking problem or livability concerns justifying creation of the residential parking zone. Such concerns may include, but are not limited to, blocked fire hydrant or crosswalks, inability of waste haulers or mail carriers to access property.
• The non-residential cause of the parking problems or livability concerns.
• A map showing the proposed boundaries of the residential parking zone. The new zone must be a definable geographic area.
• The type of parking restrictions requested, including prohibiting unpermitted parking during specified hours, days of the week, or limiting unpermitted parking to a specific duration of time.
• The proposed maximum number of resident and guest parking permits per resident

City Review

Once a petition is received, a review of the problem will begin to examine the issues and cause. The review will balance safety and welfare concerns against use of publicly owned streets.

The reviewer will look at:

• The reported cause
• Any city records including citations, street design, parking complaints, etc.
• Verification of the safety or welfare concerns.

The review will be forwarded to the City Manager who will determine the appropriate resolution which may include the implementation of permit parking. A proposed parking permit zone plan will be drafted that will include the boundaries, days, times, the maximum number of permits available to each resident, and other restrictions of the parking permit zone.

Community Meeting

The proposed plan will be mailed to all residents within 500 feet of the proposed RPZ and a community meeting will be conducted to hear the zone proposal and offer input. A final RPZ plan will be drafted following the community meeting.

Voting

The final permit zone plan along with a ballot will be mailed out to all the affected properties within the boundaries of the zone.

The permit zone will be approved upon receipt of 70% of the ballots being returned before the closing day of the vote with at least 75% of the returned ballots in support of the proposal.

Implementation

If such requirements are met, the City Manager will notify all residents within the RPZ of the approval and effective date.

If such requirements are not met, a minimum of one year must elapse before a new proposal may be initiated for the same or similar area.

Zones may be removed if it is found by city staff that the zone plan was ineffective at addressing the original problem or residents show a lack of compliance with the rules.

The Residential Parking Zone (RPZ) was initiated in October 1990 as a solution to solve numerous problems in neighborhoods surrounding Tigard High School that included loitering, vandalism, littering, speeding cars, and trespassing. Students were using their vehicles parked off campus as gathering points and residents were unable to park in front of their own homes.

A survey of 243 affected homes was conducted in 1991 and showed that area residents would favor restricting parking in their neighborhood. The City Council passed Resolution No. 91-62 on August 13, 1991 implementing the RPZ on SW 87th Ave, SW 88th Ave, SW 92nd Ave, SW 93rd Ave, SW Martha Street, SW Millen Drive, SW Stratford Loop and Court, SW Avon Street and Court, and SW Julia Place. The RPZ restricted parking in the neighborhoods on school days from 8:00 AM to 3:00 PM to restrict student parking off campus.

The Tigard High School Area RPZ was implemented in August 1991. The city sent a survey to residents after the one-year trial in April 1992. 84% of returned surveys from residents indicated the neighborhood had been improved by the creation of the zone. They survey indicated that there were fewer students loitering in the neighborhoods, less litter, and fewer speeding cars.

The zone was intended to be self-supporting allocating funds for signage, permits, and postage. The original permit fee in 1991 was $10 for each permit issued.

 
2019 Update

The program remained unchanged until 2019. The former process required unanimous approval to add a new neighborhood and had no mechanism for removing a zone. The lack of revenue resulted in no resources to administer or enforce the RPZ. The City of Tigard reviewed RPZ programs from the City of Wilsonville, the City of Portland, and the City of Tacoma when updating the Tigard Municipal Code.

The changes required additional staffing for implementation and enforcement of the RPZ. The city council identified a need to charge a fee for issued permits to support a successful program. The fee is set by the city council annually and is listed in the City of Tigard Master Fees & Charges Schedule.
