What We Build Matters

Together as a community we’ve invested in essential facilities, services and structures that support your daily life. That’s why the work of building things like roads, parks and water reservoirs for the community gets labeled “public works” – these projects benefit the public, all of us. 

Capital Improvement Plan 

The Capital Improvement Plan (CIP) is Tigard's 6-year plan for matching the cost of large-scale improvements—like fixing roads, water and sewer systems—to anticipated revenues, like taxes and bonds. Learn more about our projects below. 

Project Description

This project will identify strategies and opportunities for active transportation and recreation in Tigard. It will map existing and proposed improvements for Tigard’s trail system as it connects to regional greenway trails, sidewalks, bike lanes and all local trails. The plan will identify evaluation criteria to prioritize future trail projects in the Capital Improvement Plan and will provide a list of priority projects.

Tigard’s current Trail System Plan was completed in 2011. After over a decade, the trail plan is due to be updated to accurately document trails planned or constructed in the time since and to identify trail priorities for the future. The plan also needs to reflect current council goals and strategies moving forward. Tigard’s Trail System Plan will support the city’s adopted Strategic Plan priorities related to walkability, access, and equity, and will complement the recently adopted Transportation System Plan (2040 TSP) and the recently adopted Tigard Parks and Recreation System Plan. 
This project will identify strategies, priorities, and opportunities for active transportation and recreation in Tigard. It will map existing and proposed improvements for Tigard’s trail system as it connects to regional greenway trails, sidewalks, bike lanes and all local trails. The plan will identify evaluation criteria to prioritize future trail projects in the Capital Improvement Plan and will provide a list of priority projects.

The trail system plan will be completed in two phases: Phase 1 will focus on establishing existing conditions with a GIS inventory of the existing trail network, documentation of wetlands/floodplains, trail safety, and equity, as well as outlining trail maintenance and operations, and funding sources. Phase 2 will use the existing conditions developed in Phase 1 to identify needs and potential improvements, as well as project development and prioritization.

TIMELINE: FY22 to FY24

FUNDING SOURCE: Parks System Development Charges Fund

OPERATION AND MAINTENANCE COSTS: There will be no additional operation and maintenance costs generated from this project since the result of the project will be a planning document. 

WHY IT’S NEEDED: The Trail System Plan was completed in 2011. The trail plan is due to be updated to identify strategies and prioritizations for trail development over the next 10 years. The plan also needs to reflect current council goals and strategies moving forward.
