What is Affordable Housing?
“Affordable housing” may mean different things to different people. Housing is considered affordable when a household spends no more than 30% of their earnings on their housing costs, whether rent or mortgage.
This page is focused on regulated affordable housing, or housing that is built and operated to meet the needs and the budget of household earning less than the median income for the area. This type of housing is typically constructed with a mix of private loans and public investment at the federal, state, and local level.
Affordable housing is most often built by a non-profit developer, or by a private for-profit developer in partnership with a non-profit or public agency.
Many larger cities have their own public housing office. The City of Tigard does not. Our interests are represented by the Housing Authority of Washington County.
There is a significant shortage of regulated affordable housing in Tigard and the larger Metro region. A 2021 report by EcoNorthwest to the Oregon legislature calculated that the Metro region has a current undersupply of more than 59,000 housing units. Of those, 46 percent were needed for households earning less than 80 percent of the area median income. This means that there are more than 27,000 families in the Metro area who are unable to meet their housing needs at a cost that is affordable to them.
Within Tigard alone, there is a need of more than 4,600 housing units affordable to lower-income households.

Preserving Affordable Housing
Given the critical shortage of housing across the region, preservation of existing regulated affordable housing is more important than ever. The City of Tigard believes that all affordable housing receiving public subsidy should remain affordable in perpetuity. To this end, we work with our state and local partners to preserve our existing supply of regulated affordable housing whenever possible.
