Hall Blvd. @ Hwy 217 Overpass


 

City CIP Projects:

 “ASR 3”

  • The Aquifer Storage and Recovery (ASR) Well # 3 project will construct a wellhouse and equip the existing ASR Well #3 with a submersible pump and related equipment to connect ASR Well #3 to the Tigard Water System. Tigard’s ASR wells provide additional drinking water capacity on high demand days and are a reliable emergency source of water for the City’s water system.
  • The work area for the ASR Well #3 project is generally limited to the SE corner of Elizabeth Price Park.
  • A temporary gravel parking pad for equipment and material storage was installed on the grass in the northern portion of the park and is expected to remain in place through the end of 2024. Public access for the remainder of the park and the playground will be unaffected.
  • Construction activities expected to continue through the end of 2024.
  • Contractor is installing pipe and equipment in the wellhouse.
  • Expect intermittent, limited traffic interruptions on SW Bull Mountain Road at SW 132nd Avenue.

Fanno Creek Trail Connections

  • This project constructs or improves four segments of the Fanno Creek Trail: Segment 1 (new) – Woodard Park to Grant Avenue; Segment 2 (improvement) Ash Avenue to Hall Boulevard; Segment 3 (new) Tigard Library to Milton Court; and Segment 4 (new) – 85th Avenue (south of Durham Road) to the Ki-A-Kuts Bridge. 
  • The project includes both on-grade (paved with asphalt) portions as well as portions elevated on boardwalks and bridges, and will add numerous trailheads and rest areas. 
  • Due to a portion of the project's funding being federal funds, the Oregon Department of Transportation (ODOT) is required to administer the construction contract for the project. The City of Tigard has been and will continue to be heavily involved through project completion.
  • Construction is underway on the Woodard segment.  Temporary pedestrian routing around a sidewalk closure on Grant Avenue is in effect.  Expect single lane closures with traffic controlled by flaggers on Grant Avenue.  The connector trail from SW Karol Court into Woodard Park is closed for rest area construction; the signed detour utilizes SW Katherine Street and the existing trail thru Woodard Park.
  • Construction is underway on the City Hall segment, and Fanno Creek Trail is closed from south of Ash Avenue to Hall Boulevard; a signed detour utilizes Ash Avenue, Burnham Street, and Hall Boulevard.  Cyclists and pedestrians should be alert for construction equipment and be prepared to be directed by flaggers on the connector trail between Ash Avenue (north of the bridge) to Fanno Creek as well as near where Fanno Creek Trail intersects Hall Boulevard.  The trail is currently anticipated to reopen by November 10, 2024, although there is a possibility of the closure extending to December 31, 2024. 
  • Construction is underway on the Library segment.  Temporary pedestrian routing around closure of the existing trail on the east side of the Tigard Library is in effect.
  • Construction is underway on the Durham segment.  Cyclists and pedestrians should be alert for construction vehicles using SW 85th Avenue between the gate by the RV dump station and the cul-de-sac at the south end of the road (which is otherwise closed to public vehicular access), and be prepared to be directed by flaggers when the existing trail going down the hill towards Cook Park below the cul-de-sac is actively being used for construction access.
  • Estimated Completion Date: December 2024

Pavement Management Rehabilitation Project

Paving will resume in the spring of 2025.  ADA ramp work continues. Updates will be posted if they become available

N. Dakota Storm Improvements:

  • JQ Construction Construction is beginning to mobilize on-site to begin work on placing a new 18” stormwater main in N. Dakota St. between 108th Ave. and SW Thunder Terrace. 
  • Lane closures are expected on N. Dakota St. and flaggers will be present. 
  • Work is expected to complete by end of this year.

Reservoir 18 and Pump Station

  • This project includes three major pieces:
    • A fully-buried 4.5-million gallon concrete drinking water reservoir at Sunrise Park – this is referred to as Reservoir 18
    • A new pump station at Water Site 13 to deliver drinking water to the new reservoir – this is referred to as Pump Station 13, and
    • Installation of distribution piping upgrades along two routes within the surrounding neighborhoods – these are referred to as the East and West Piping Upgrades
  • The main work areas are as follows:
    • Reservoir 18 work will take place at Sunrise Park (15005 SW Sunrise Ln)
    • Pump Station 13 work will take place at Water Site 13 at the southern end of SW 154th Ave.
    • West Piping Upgrades will take place in SW Snapdragon Ln, SW Uplands Dr, SW Rockrose Ln, and SW Yarrow Way.
    • East Piping Upgrades will take place in SW Wintergreen St, SW 153d Terr, SW Roundtree Dr, SW Menlor Ln, SW Fern St, and SW 135th Ave.
  • Construction is underway and is estimated to be complete by June 2025.
      • Reservoir 18: Contractor is backfilling around the reservoir through mid-September. Once backfilling is completed restoration activities at Sunrise Park will commence, at which point Sunrise Park will be fully closed to pedestrian access again. Restoration activities are anticipated to continue through February 2025.

        Pump Station 13: Construction began in June 2023 and is expected to be complete by December 2024.

        West Piping Upgrades: Construction is complete and final surface restoration is complete. Striping work will be complete by Summer 2024.

        East Piping Upgrades: Construction began in January 2024.

        In the area of SW 135th Ave: Construction is complete and final surface restoration is complete. Striping work will be complete by Summer 2024.

        In the area of SW Fern St: Construction is complete and final surface restoration is complete. Striping work will be complete by Summer 2024.

        In the area of SW 154th Ave: Work began in January 2024 in the area of SW 154th Ave and SW Wintergreen St. Final surface restoration of the following streets is complete: SW Wintergreen St, SW 153rd Terr, SW Roundtree Dr, SW Menlor Ln, and SW Fern St between SW Menlor Ln and SW Ascension Dr. Work continues on SW 154th south of SW Wintergreen St and will be completed in Fall 2024.

      • During Piping Upgrade construction, expect intermittent traffic interruptions and detour routes from the above mentioned streets.

Private Development Projects:

Brookside Subdivision 

  • Brookside Subdivision is under construction at SW 79th Avenue and SW Ashford Street.

Bonita Cottage Clusters

  • Contractor is working on site at 7720 SW Bonita Road.

Darby Ridge

  • 34 lot subdivision at 150th and Huntwood St.
  • SW 150th is open. Expect minimal traffic impacts.

Dartmouth Crossing (Tigard Triangle)

  • The contractor is working on site constructing new four-story affordable housing building on SW Clinton Street between SW 68th Parkway and SW 69thAvenue.

East Butte Subdivision

  • New home construction is ongoing at East Butte Subdivision on SW Murdock Street between SW 100th & SW 103rd Avenues. 

  • Expect light traffic impacts on SW Murdock Street  as construction vehicles will be entering and exiting the subdivision on SW Murdock Street.

Heights at Bull Mountain Phase 2

  • Developers started construction on the site for the subdivision this week.
  • They are entering and exiting the site on SW 122nd Ave at SW Beef Bend Road.

  • The contractor is working on frontage improvements at Hall Blvd

Metzger Pipeline East 

  • Seismically resilient drinking water pipelines being constructed near Tigard for Tualatin Valley Water District, City of Beaverton, and City of Hillsboro customers.  
  • Roads impacted include SW Scholls Ferry Road from SW Roy Rogers Road to SW Allen Boulevard, SW Cascade Avenue north of SW Scholls Ferry Road, SW Hall Boulevard between SW Oleson Road to SW Scholls Ferry Road, SW Allen Boulevard from SW Scholls Ferry Road to SW Western Avenue, and Western Avenue.  
  • Construction began mid-2021 and is anticipated to conclude in late 2024.  
  • Expect traffic delays for work within SW Scholls Ferry Road at SW Cascade Boulevard and on SW Cascade Boulevard north of SW Scholls Ferry Road.

Montage Apartments (Tigard Triangle)

  • The contractor is working on site in preparation to build a new 80,000 square foot apartment building near SW 68th Parkway, south of SW Hampton Street.
  • Expect minimal traffic impacts in this area during construction hours. Entrance into job site from SW 68th Parkway is only open to construction vehicles with a detour route available.

River Terrace Area Construction  

  • New project site called River Terrace Town Center (former blueberry farm) on Roy Rogers Road is underway with new utility pipework as site-preparations and grading are complete.
  • Many projects in River Terrace are currently under construction, particularly on the east side of Roy Rogers Road, south of Scholls Ferry Road.

  • South River Terrace, a subdivision located south of Bull Mountain Road and east of Roy Rogers Road, is under construction, at the present time it is in phase 3. 
  • River Terrace Park Subdivision and Neighborhood Park are under construction, located east of River Terrace Blvd and north of Art Rutkin School.
