Complete Greenburg
Tigard wants to turn Greenburg Road into a complete street that supports safe and comfortable travel for all modes and all users.
The City of Tigard has requested $21 million dollars through Washington County’s Major Streets Transportation Improvement Program (MSTIP) to design and build a new Greenburg Road between Hall Boulevard and HWY 217. In late summer or early fall of 2022, the Washington County Board of Commissioners will determine the allocation of MSTIP funding toward projects across the county.
Why Greenburg Road?
Located in the heart of the Washington Square Regional Center, Greenburg Road (Hall Blvd to HWY 217) serves the needs of drivers traveling through the corridor and accessing services located within the center. However, for other roadway users and for neighborhoods adjacent to the road, its current design and configuration will not support planned community growth and development in the regional center.
The segment of Greenburg Road between Hall Blvd and HWY 217 lacks continuous sidewalks, is missing any dedicated bicycle facility, has few pedestrian crossing opportunities, and provides little to no transit user accommodation. These deficiencies are amplified by relatively high traffic volumes and speeds, making for a very uncomfortable environment for people traveling on foot, by transit, and on bicycle.

With the appropriate funding, Tigard could transform Greenburg Road into a truly complete street--eliminating sidewalk and bike lane gaps, adding pedestrian lighting and crossing safety improvements, providing physically protected bike lanes, and creating more useable space for non-motorized modes while maintaining auto travel capacity. The resulting improvements would support safe and comfortable travel for all modes and all users, regardless of age or ability.
