Tiedeman Ave Multimodal Study
Project Update
The City has completed the study phase for the Tiedeman Avenue Project, but does not yet have funding for the construction phase. The City is aware that some property owners on Tiedeman Avenue have been notified regarding potential property impacts from the roadway improvements. This notification did not come from the City. Property negotiations will not begin until the project has funding.

Known Issues
SW Tiedeman Avenue is a collector street that is missing sidewalk and bike lanes in many areas and has some operations and queuing issues at several of the intersections that are increased by railroad crossings on Tiedeman Avenue and on North Dakota Street. SW Tiedeman Avenue, along with Tigard Street and North Dakota Street, provide a key connection to Fowler Middle School, the Fanno Creek Trail and Dirksen Nature Park, and to transit stops on Greenburg Road and Walnut Street.
The City is working to develop a range of alternatives for the study area and will select a preferred concept design based on input from the public and a detailed alternatives evaluation process. The preferred concept design will include recommended improvements for SW Tiedeman Avenue from Greenburg Road to Walnut Street as well as for Tigard Street and North Dakota Street from the Fanno Creek Trail crossings to Tiedeman Avenue that will increase safety for all modes of travel and improve traffic operations at its intersections with Greenburg Road, North Dakota Street and Tigard Street.
The preferred concept design may include the addition of sidewalks, bike lanes, multi-use paths, and crossing improvements and may also include upgrades to intersection configurations, stormwater infrastructure, and utilities. The concept design will be used to help the city identify and pursue funding for the future design and construction of the improvements.
Common Goals That Will Guide This Project
Safety & Walkability
Safety and comfort for people walking or bicycling is an essential component of the Tiedeman Avenue Project. While creating a multimodal system is a goal in all City transportation policies, “walkability” is especially emphasized in Tigard planning goals. A walkable transportation system is one that is safe and comfortable for people of all ages and abilities. Speed reduction measures will be implemented in the corridor that will enhance safety for all modes of travel.
Connectedness
Improving connections for all transportation system users is another critical goal for the Tiedeman Avenue project. City policies call for providing access to jobs, schools, and essential services with convenient and affordable travel options. The Strategic Plan aims to make parks available to all residents within a 10-minute walk.
Equity
A key goal for the Tiedeman Avenue Project is to ensure that the planning process is inclusive and that the transportation outcomes serve everyone, especially those from historically marginalized and underserved communities. City plans often reference this goal in the context of accessibility and affordable travel options, as well as supporting environmental and community health.
