The Tigard E-Go Transportation Plan will guide the City of Tigard’s approach to e-mobility (electric cars, bikes, and scooters) and how to integrate these new technologies into denser, developing neighborhoods like the Tigard Triangle. The plan will also study how these e-mobility options and better curbside management (parking meters, timed zones) can alleviate stress on street parking.

Project Background

Foundational to the Project is the City of Tigard Strategic Plan 2020-2025, which prioritizes equity in all City activities, walkability, equal access to City services, processes, and infrastructure, and community health. The Project and outcomes will be aligned with and supportive of City Council Goal 3, which calls for bold climate mitigation and resiliency activities, including establishing a pathway to local carbon neutrality by 2035.

Roughly 87% of trips in Tigard are made in gas-powered personal vehicles at a time when Oregon’s transportation sector produces 40% of our state’s emissions. To move towards a more sustainable transportation system, Tigard’s 2022 Climate Action Report included four (out of 5) transportation action items that involved electrifying vehicles.

Project Goals 

  • Analyze strengths, weaknesses, opportunities, and challenges related to e-mobility in Tigard.
  • Recommend new policies that guide the transition to personal and shared electric vehicles, e-bikes, e-scooters, etc.
  • Recommend new policies that guide curbside management (parking meters, timed zones, etc.)
  • Develop a plan for curbside management in high-demand areas. The strategy must support local, regional, and statewide transportation sector greenhouse gas (“GHG”) emission reduction goals.

Project Timeline

  • Summer-Fall 2024: Assess existing conditions and gaps; begin outreach to understand community values and needs.
  • Winter 2025: Discuss recommended actions and policies the City can implement to support electromobility and curbside management, based on on-going community engagement.
  • Winter-Spring 2025: Compile Tigard E-Go Strategy document
  • Summer 2025: Adoption of final Tigard E-Go Strategy document by City Council.

  • Community Development Get-Togethers: The project team will be available at two Community Development Get Togethers to receive input on policy suggestions and the strategic plan. The Get Togethers will be held in October 2024 and January 2025.
  • Community Tabling Events: The project team will set up a booth where the public can learn more about the project and share their thoughts at events in the Summer and Fall of 2024.
  • Institutional Engagement: The project team will provide updates, engagement opportunities, and formal presentations to the following groups:
    • Tigard Transportation Advisory Committee (Monthly)
    • City Council Workshops and Hearings (May 2025, and June 2025)
    • Planning Commission Meetings (Spring 2025)
  • Social Media and City of Tigard Newsletters: The City of Tigard will use its social media channels and public newsletters to share additional opportunities to provide input to this project
