Making “The Ave” — Improving SW 72nd Avenue for Everyone

Update: 72nd Avenue Pre-Design is starting!

The 72nd Avenue pre-design project will develop an engineered design building off of the preferred alignment from the Corridor Study. Included in the design considerations is the future Red Rock Creek Trail crossing. The design will promote the complete street design concept and will create safe and continuous bicycle and pedestrian routes with sidewalks, cycle tracks (protected bike lanes), on-street parking and bus pull-outs.

Beginning the week of April 1, 2024, the city’s consultant team, will conduct survey work along SW 72nd Avenue. PACE will be performing a topographic and boundary survey in the right of way along the frontage of your property.

In accordance with ORS 672.047, Right of Entry by Land Surveyor, our consultant team may need to enter your property to complete the survey. Multiple visits may be necessary for our team to accomplish the required work, and this survey may last up to 45 days. An Entry Notification was mailed to adjacent property owners with additional information.

Project Overview

“The Ave” is a total reconstruction of SW 72nd Avenue between Hunziker and Highway 99W — the Tigard Triangle’s main street.

Tigard’s SW 72nd Ave is the primary north/south mobility corridor within the Tigard Triangle and is also the center of significant residential mixed use and commercial redevelopment. The Tigard Triangle has been the focus of significant planning efforts by the City of Tigard in recent years.

The project caps off years of community engagement and public planning to prioritize equitable investment in Tigard’s transportation infrastructure. At the same time, and especially in the Triangle, our investments should enable high density, mixed-use and affordable housing development to promote walking and biking and to reduce transportation-related air pollution and greenhouse gas emissions.

The Ave Project will make it easier to get around in the Triangle while dramatically improving safety and quality of life for residents, employees, and business owners. The Triangle, though changing, is still a federally designated Area of Persistent Poverty and Historically Disadvantaged Community. People living here need better and safer transportation options.

72nd Avenue Corridor Study

The 72nd Avenue Corridor Study was completed in 2020. This project developed a new roadway design concept for SW 72nd Avenue that will transform the busy arterial into an attractive, multimodal street for all users. The preferred design for 72nd Ave will include sidewalks, protected bike lanes (cycle tracks), and landscape strips on both sides of the street. Vehicle travel lanes, on-street parking and bus pull-out lanes will vary along the corridor.

The study split the corridor into north and south segments, with a recommendation to construct the north section first.

· Phase 1 - North Section (Highway 99 to Dartmouth Street)

· Phase 2 - South Section (Dartmouth Street to Highway 217)

Federal Funding Requested
In February of 2023, the City of Tigard submitted a federal “Rebuilding American Infrastructure with Sustainability and Equity” (RAISE) grant application to the Department of Transportation (DOT) to fund the final design, engineering, and construction of Phase 1 of The Ave. The city requested $15,792,000 through the RAISE program which would leverage nearly $4,000,000 in non-federal funding to implement the project. If funded, the corridor would be transformed from a sub-standard arterial roadway with significant sidewalk gaps to an attractive and safe multimodal street for the entire community.

The Tigard Triangle

The Tigard Triangle Strategic Plan (TTSP), adopted in 2015, outlined a vision for a vibrant and walkable district where people of all ages, abilities and incomes can live and work within walking distance to shops, restaurants and parks. As part of the TTSP’s implementation, the City adopted a new mixed-use zoning designation—Triangle Mixed Use (TMU)—and in 2017 rezoned much of the land within the Triangle with this new designation.

The City also adopted the Tigard Triangle Plan District (Chapter 18.660 of the Tigard Development Code, also referred to as the Tigard Triangle “Lean Code,” which applies a special set of standards and procedures for development in the TMU zone. The Plan District provides new use, dimensional, site and building design, and other standards for development in the Triangle. The Plan District also defines a set of transportation facility standards that are specific to the Triangle.
