In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

PROCLAMATIONS AND RECOGNITION

Mayor Lueb proclaimed September 17-23 as Constitution Week and September 16-20 as Adult Education and Family Literacy Week In Tigard.

 

FOLLOW-UP TO PREVIOUS PUBLIC COMMENT

City Manager Rymer stated that at the August 13th meeting, we received comments regarding safe lots, sewer rates, the Tigard Music Fest, and city event spaces. Staff responded to commenters. Rymer also briefly spoke about private and public usage of city event spaces.

 

PUBLIC COMMENT

Paul Nelson left a message over the phone stating concerns with the City’s noise ordinance and construction exemptions.

 

CITY MANAGER REPORT

City Manager Rymer reported the following:

  • Recognized Employees of the Month: Nancy Lof and Dee Cochenour
  • The next council meeting will be on September 17th
  • The Library and Police Department partnered for an event on preventing senior scams – Monday, September 9th at 3:00 p.m.
  • Shared community feedback about the library

 

CONSENT AGENDA

Council approved the consent agenda by unanimous vote of all members present, which included the ADA Ramp Improvements.

 

LEGISLATIVE PUBLIC HEARING: AN ORDINANCE AMENDING TIGARD MUNICIPAL CODE CHAPTER 2.60 REGARDING THE CITY ATTORNEY

City Attorney Rihala presented the staff report. Council approved Ordinance No. 24-10 by unanimous vote of all members present.

 

LEGISLATIVE PUBLIC HEARING: AN ORDINANCE AMENDING TIGARD MUNICIPAL CODE CHAPTER 2.16 REGARDING THE MUNICIPAL COURT JUDGE

City Attorney Rihala presented the staff report. Council approved Ordinance No. 24-11 by unanimous vote of all members present.

 

LEGISLATIVE PUBLIC HEARING: ORDINANCE AMENDING TIGARD MUNICIPAL CODE CHAPTER 2.64 REGARDING THE TOWN CENTER DEVELOPMENT AGENCY

City Attorney Rihala presented the staff report. Council approved Ordinance No. 24-12 by unanimous vote of all members present.

 

HEAT PUMP UPDATE

Economic Development Specialist Escalera introduced the item and explained the program process, impact, and future of the program. Molly Hatfield of Earth Advantage explained Earth Advantage’s role and the heat pump program. A slideshow was shown.
