Project Description

Install streetlights at unlit intersections along Pacific Highway through the City of Tigard. Intersections include Southwest Bull Mountain Road, 72nd Avenue, McKenzie School, Southwest Frewing Street, Southwest Garrett Street, Southwest Park Street, Royalty Parkway, and Durham Road. The project will also install a bike lane connection from Southwest Bull Mountain Road to Highway 99 West, along with associated pavement, drainage, and signal modifications.

Project Update (7/9/2024): 

The safety improvements associated with the Pacific Highway Streetlights (CIP 95065) project have now been completed. This project was primarily funded through the Oregon Department of Transportation (ODOT) All Roads Transportation Safety (ARTS) Program, with the goal being a reduction in fatal and serious injury crashes along Pacific Highway (OR 99W). The project installed 34 new streetlights covering 8 intersections along OR 99W through the City of Tigard, including 72nd Avenue, McKenzie Street, Frewing Street, School Street/Garrett Street, Park Street, Bull Mountain Road, Royalty Parkway, and Durham Road. This project also installed new sidewalk, upgraded curb ramps, and added a bike lane at the intersection of OR 99W/Bull Mountain Road. This project is in line with the City of Tigard’s recent commitment (through City Council resolution) to eliminate traffic deaths and serious injuries using a safe systems approach to prioritize transportation safety.

WHY IT’S NEEDED: Many intersections on Pacific Highway do not have sufficient lighting, making it difficult to see for drivers, cyclists, pedestrians, and transit users. Pedestrians are particularly difficult to see and are vulnerable road users.

STRATEGIC PLAN TIE-IN: Tigard is an equity community that is walkable, healthy and accessible for everyone. The project also will help to create a well-connected, attractive and accessible pedestrian network.

FUNDING SOURCE: City funds come from the Gas Tax Fund. This project will be partially funded with a grant from ODOT using the State Fund Local Project (SFLP) program.

OPERATIONS AND MAINTENANCE COST: Minor operational impacts for maintaining new streetlights.
